駁回公投案惹議 中選會逐一澄清
【台灣醒報記者譚有勝台北報導】針對中選會駁回多個公投案，該會主委陳英鈐20日親上火線接受廣播節目專訪時澄清說，提案人不願補正，中選會才會駁回公投案。他也提醒，若公投主文有「強烈主觀、語意不清」的詞語，中選會將退回要求補正。至於國民黨指控中選會杯葛反空污公投案，他解釋說，中選會已經在審查藍營反空污公投提案，30日內便有結果。但曾銘宗受訪時表示，中選會應該協助提案人做形式上的審查，趕快讓公投案成案，才是中立的做法。
中選會早前召開委員會審議7項全國性公民投票提案，包括超徵5000億稅收立法還財於民、廢止非核家園、廢止促轉條例、廢止公立教職員退休撫卹條例修法、廢止公務人員退休撫卹法修法等五項公投提案，都遭到中選會決議駁回。國民黨立委盧秀燕等人日前也批評，國民黨反空汙公投案，歷經2個多月仍未審查通過，中選會是惡意拖延，讓這些公投案趕不及年底選舉。
陳英鈐20日接受PO廣播節目專訪時澄清，中選會駁回的案子，「之前都有請相關的提案人補正主文，但提案人拒絕補正，中選會才駁回。」他進一步說明，若公投主文有強烈的主觀，語意不清，中選會都會退回要求補正。
舉例來說，國民黨孫文學校校長張亞中提廢止促轉條例公投，主文為「您是否同意，基於和諧是維持社會團結的應有價值，促進轉型正義條例應予廢止」，陳英鈐指出，該案主文具誘導性且語意不清，如果不修正，反對人士勢必會提出相反的提案，若兩案同時通過，到底哪個才能反映民意？ 而且有的案子連主題關鍵詞都省略，怎麼讓民眾了解相關公投案的意義？
但外界質疑，中選會不具實質審查權，且補正理由不合理，中選會不應過度介入。陳英鈐強調，「公投主文必須中立，語意必須明確，才能讓贊成、反對立場的人好好思考，投下關鍵的票」所以，中選會必須對主文把關，才能讓民眾了解自己在投什麼。
至於國民黨立委盧秀燕等人指控中選會技術杯葛，拖延公投案審查，陳英鈐澄清說，盧秀燕是在4月3日提出，原始的主文是語意不清，中選會起初要求提案團隊解釋清楚，並要求補正，但盧秀燕6月5號才補正，且環保署日前已經表示意見，中選會也開始進入審查，若無意外在30日內，將予以准駁，絕對沒有故意拖延不通過。
雖然外界質疑中選會為執政黨背書，但陳英鈐指出，國民黨副主席郝龍斌的反核食公投案之前也是語意不清，當中選會要求他補正，他隨即拿筆修改，中選會也立即處理且2天即通過，並將進入第2階段連署，如果中選會有意卡在野黨的公投案，怎麼會通過國民黨的反核食公投案？
國民黨曾銘宗受訪時表示，國民黨仍未收到相關的消息。他說，公投是人民行使職權最有效的方式，中選會不應進行實質審查，要求提案人舉辦聽證會，修改主文內容。他說，國民黨的公投案都關係到民生，且還親自拜訪中選會說明，他認為，中選會應只是協助提案人做形式上的審查，讓公投案趕快成案，才符合中立的作法。
